(U) On June 29 Polecoffs delivered reftel points to
Katri Teedumae, MFA Director for International
Organizations and Cooperation, concerning UN reform
and the lifting of the budget cap. Teedumae said that
the GOE found the lifting of the budget cap
reasonable. Moreover, after reviewing the U.S.,
Japan, and Australia draft resolution, Teedumae
remarked that it was very close to the EU's. Since
there is so much distrust between members over this
issue, Teedumae said that the U.S. and like-minded
members needed to convey that management reform is not
a Trojan horse for cost cutting.
