LEAD STORIES: Most Monday morning papers front-paged the
start Sunday of the GSDF withdrawal from Iraq to Kuwait.
Yomiuri also front-paged a US plan to deploy the PAC-3
system at Kadena Air Base by year's end.

1. "Maliki Announces Plan for National Reconciliation"
The conservative Sankei's Cairo correspondent Kano
commented (6/26): "Speaking to Parliament Sunday, Iraqi
Prime Minister al-Maliki announced a plan for national
reconciliation, which includes granting amnesty to
detained Sunni insurgents. The plan is intended to bring
an end to sectarian and ethnic violence. Since the
inauguration of a permanent government in May, the focus
has been on how the Maliki government will turn things
around in Iraq so that national interests are placed
ahead of sectarian and ethnic interests.... PM Maliki was
quoted as saying that inmates not involved in criminal or
terrorist activity should be released immediately....
Maliki intends to quell sectarian violence by trying to
get the Sunnis to buy into the political system."
