1. Econoff spoke to Jonne Piisila (Security, Defence &
Space Division) and Marko Koski (Director, Sales & Business
Development) about Elecktrobit Ltd.'s request to purchase
the following components from US firm M/A Com, Inc. (Tyco
Electronics):

2 -- MAPCGM0005 X-band 6-bit Phase Shifter

1 -- MAPCGM0005-SMB Phase Shifter 6-bit tester

2 -- MA08509D 10 W X-band HPA MMIC

1 -- MAAP-008509-SMB0004 Amplifier Power, 10 W

These components were originally ordered through consignee
Richardson Electronics Ltd. in the UK.

2. The contacts at Elecktrobit Ltd. stated that this
project was classified in nature by the Finnish Defense
Force; therefore, additional documentation was not
available. Auvo Viita-aho from the Finnish Defense Force
substantiated this claim, and said that they were happy to
provide an End User Statement verifying this. The direct
text of the End User Statement from the Finnish Defense
Forces is included below:

END USER STATEMENT

We undersigned hereby state that,
The following commodities,

1. MAPCGM0005 X-band 6-bit Phase Shifter.

2. MAPCGM0005-SMB Phase Shifter 6-bit tester.

3. MA08509D 10 W X-band HPA MMIC.

4. MAAP-008509-SMB0004 Amplifier Power, 10 W.

which are purchased from Tyco Electronics ("Tyco United
(U.S.)") by Elektrobit Ltd. Finland, are used for following
end use, the purchase commodities are solely used in
Research and Development phases and later on in
manufacturing phase of Electronic Defense System(s) (EDS)
by Elektrobit Ltd. Finland,

the Ultimate and sole End-User for the above mentioned
Electronic Defense System(s) is Finnish Defense Forces
(FDF), Finland, the EDS system(s) will not be used for any
of the following, Nuclear end use, Missile related items or
devices, or in development or manufacturing of chemical or
biochemical weapons.

And that under any circumstances they will not be re-
exported, whole or in part, against the export control
regulations of any related country of origin.

3. Related to why these components were ordered through
consignee Richardson Electronics in the UK, officials at
Elektrobit Ltd. provided the following response which they
received from Kim Shattock (Tyco Electronics UK Ltd M/A-COM
Division):

"Richardson Electronics are our sole franchised distributor
for Finland, the original correspondance came from them and
I have continued to handle the matter through them as no
one has asked me to do otherwise. There is absolutely
nothing unusual in this approach as Richardsons are
consindered a business partner by M/A-COM and are a
worldwide distribution outlet for us." (SIC)

4. Econoff is satisfied that these components will be
utilized as procured by the Finnish Defense Force in
accordance with the terms of the End User Statement above.
