Kansikas-Debraise, Office Director
for the MFA Unit on Arms Control and Disarmament.
Kansikas-Debraise said that
the GOF fully agrees with our points; it fully supports an
early start to FMCT
negotiations and rejects any "package proposals," linked
negotiation or creation
of subsidiary bodies. FMCT negotiations are a very high
priority for the GOF,
she added; as for the mandate, the Finns support the raising
of any relevant
issue -- such as verification -- even if it is not explicitly
mentioned in the
mandate.
