1. Reftel outlines Government of Brazil, Ministry of Environment
(MMA) requests for technical assistance in several environmental
areas.

2. After consulting again with Fernando Lyrio, Minister Sylvia's
Director for International Relations briefly last week about the
type of agreement be sought to cover the activities, Post was told
that Environment Minister Marina Silva was seeking an umbrella
environmental agreement. Minister Silva believes she discussed this
concept with U/S Dobriansky last year during a meeting at the
Department, September 2005. Under this umbrella agreement, MOU's or
other instruments could be developed to govern the collaborations
and group them together.

3. ESTH Counselor Norman would like to discuss next steps during
consultations in Washington July 24-26, 2006. Will contact Larry
Sperling to set up a meeting.
