Director Setsuo Ohmori on July 19. Ohmori responded on July
25 that his division had studied that draft and had no
particular views on the matter. He believed it was most
appropriate for representatives of the Japanese embassy in
Managua to work with the other donors on the issue and so had
forwarded the draft to Managua for further consideration.
