1. Following ref A tasking, Mission has made repeated
attempts to contact Bionica Technologies in Lagos without
success. On 17 March, a Lagos-based FCS specialist attempted
to visit the address listed in the application and reported
the only business enterprise at that location to be Five Five
Fisheries Limited. On inquiry, PM/DTCC provided additional
contact information for Bionica, but Post has not been able
to make contact with Bionica on any of the provided phone
numbers.

2. In the additional contact information provided, George
Logothetis was identified as a representative of Bionica.
Mr. Logothetis is a Greek national known to Post as an
intermediary between the GON and commercial (mostly defense)
interests and claims to have been involved in this work for
over 30 years, mostly focusing on communications equipment.
At times, Mr. Logothetis, has approached Mission for
commercial advocacy assistance in instances when he was
representing US firms. There has been no such request from
Mr. Logothetis on this case.

3. The Office of the Defense Attache has received no
response, positive or negative, from the Nigerian defense
establishment after requests to confirm the order for
direction finders.
