1. (SBU) Emboffs have contacted eleven Kinshasa diplomatic
missions to determine their response to the current security
situation in the diplomatic district, Gombe (reftels). Eight
missions contacted - British, Dutch, Swedish, Japanese,
Turkish, Chinese, Greek, and Belgian - reported being
confined to their missions or residences, wherever they were
when the fighting started. All French Embassy personnel are
at the mission and are on "lockdown" status. The Canadian
Embassy is not on "lockdown," but all personnel are at the
embassy working. The South African and European Union
Embassies did not open today, so all personnel were at home.
2. (SBU) The Chinese Embassy reported that two Chinese
businesspeople were wounded yesterday, one critically, while
watching militia fighting from their windows. No Chinese
citizens were killed. Contrary to news reports, the Japanese
Embassy confirms that no Japanese citizens have been wounded
or killed. No other missions report any incidents involving
their citizens.
