1. (SBU) The Executive Secretary of Civil Society/Forces Vives, who
is also the president of the civil servants' trade union, Mr.
Naupess Kibiswa, called PAO at 10:15 GMT. He "begged" that the
international community not start evacuating people from the DRC as
a result of the fighting. To do so, he said, would panic the
general population.

2. (SBU) Kibiswa added that he was distressed that some television
stations in Kinshasa (for example, Mirador and Digital Congo) were
showing macabre images of the fighting. Kibiswa said he had been in
touch with all Civil Society's provincial coordinators to instruct
that they do what they can to discourage any demonstrations for or
against either of the belligerents in the provinces.
