1.(U) Kinshasa remains calm the afternoon of August 25.
There have been no reports of any violence all day.

2. (U) Daily meetings are taking place at 18:00 at MONUC
headquarters of the Working Group on security issues
(bringing together FARDC, the police, representatives of
Bemba, MONUC, EUFOR, the MONUC force commander, and others).

3. (SBU) A "mixed commission" has been proposed to conduct an
inquiry into the events of August 20-22, and to address
allegations and complaints raised by either party in the
recent conflict. The commission would be comprised of
representatives of President Kabila, Vice President Bemba,
and MONUC.

4. (SBU) Although Presidency officials indicated that they
would call for a meeting of the Espace Presidentiel
(President and four Vice Presidents only) on August 26
(reftel), we do not anticipate that Vice President Bemba will
attend. Per August 24 discussion, CIAT members do not
generally believe that either Bemba or Kabila are yet
prepared for face-to-face discussions.
