(SBU) Poloff delivered ref A talking points to Dr. Luis Angel
Benavides, Director of International Policy for Civil and
Political Rights, and Sylvia Cabrera, Director for Democracy,
both of the Office of Human Rights at the Secretariat for
Foreign Relations (SRE). Benavides said that Mexico agrees
that a balance should exist in resolutions passed by the
Human Rights Council (HRC). He referred to a previous
conversation (ref B) in explaining that the current dynamic
on the HRC is very difficult, especially regarding the Middle
East, and that the drafters of the latest resolution resisted
any text changes. While Mexico voted for the resolution, it
had stated at the last special session that more balance was
necessary. Benavides further added that some balance to the
issue was provided by the passage of the UN Security Council
(UNSC) resolution on the same day. Benavides welcomed the
United States to join the HRC, stating that it would be more
productive to work from within the Council.
