RESOLUTION ON ISRAELI CONFLICT

1. (SBU) Poloff met with Czech MFA Deputy Director of the
Human Rights Department Jan Kamenik to discuss the UNHRC
special session and deliver reftel demarche. Kamenik said the
Czechs support the mechanism for the special session, but do
not/not support the current text of the draft UNHRC
resolution condemning Israel for alleged violations of
international human rights law. The Czechs are willing to
negotiate the text of a resolution, as they believe there
have been violations of human rights on both sides of the
conflict. However, Kamenik predicted the resolution would be
adopted without change by the Arab and African majority of
member states. He said the Czechs will not recognize this or
any UNHRC resolution that does not have consensus support.
Kamenik also agreed the UNHRC is not the proper forum for
determining whether international laws have been violated.
