demarche, along with a hard copy of the talking points as a
non-paper, to Mr. Mehdi Ferchichi, Chief of the MFA Americas
division. (Note: Following last week's annual Chiefs of
Mission conference, all high-level MFA interlocutors have
departed on leave. End Note.) Mr. Ferchichi gave his
assurances that he would pass the points promptly to Minister
