1. (U) Pol-Econ Chief conveyed reftel demarche and
invitation letter addressed to FM Tokayev to Daniyar
Sarekenov of the MFA's Middle East division on September 22.

2. (SBU) Sarekenov noted that in the absence of FM Tokayev,
currently in New York for UNGA, he would forward the letter
to Deputy FM Abdrakhmanov for immediate consideration. He
indicated that the MFA would coordinate its response with
the MOD, but did not speculate as to whether Kazakhstan
would ultimately send a civilian representative.
