1. (U) As requested reftel, post delivered invitation for a
civilian GOAJ representative to attend the
CDRUSCENTCOM-sponsored Iraq Coalition Conference via letter
to Foreign Minister Elmar Mammadyarov on September 25.
Poloff also delivered advance copy on September 21 to Qalib
Israfilov, director of the MFA's International Security
Department. Israfilov welcomed the advance copy, but did not
comment on possible GOAJ participation.
