SUBJECT: TEMPORARY REDUCTION OF THE TRIPLE CANOPY FIXED SITE GUARD

1. POST REQUESTS THAT 30 OF THE SCHEDULED 60 TCN PERUVIAN GUARDS
NOT DEPLOY TO THE U.S. REO BASRAH AT THIS TIME.

2. THE GUARDS WERE SCHEDULED TO WORK ADDITIONAL POSTS CREATED BY
NEW CACS (COMPOUND ACCESS CONTROLS), PROVIDE FOR ONE DAY OFF PER
WEEK FOR EXISTING GUARDS AND ADD AN EXTRA GUARD IN THE EXISTING
GUARD TOWERS.

3. POST ONLY NEEDS HALF OF THE SCHEDULED 60 GUARDS FOR THE
FOLLOWING REASONS:

A) POST HAS ENTERED A PERIOD OF A TEMPORARY RELOCATION OF
PERSONNEL DUE TO FREQUENT INDIRECT FIRE. LIFE SUPPORT SERVICES
ARE LESS THAN NORMAL AND POST IS ATTEMPTING TO REDUCE THE SIZE
OF ITS FOOTPRINT ON THE U.S. REO COMPOUND.

B) THE CAC PROJECTS DO NOT HAVE A DEFINITE START OR COMPLETION
DATE. THE NEW GUARD POSTS DO NOT YET EXIST FOR THESE
FACILITIES.

C) THE GUARDS WERE TO HAVE A DAY OFF AND DOUBLE UP MANNING THE
TOWERS AT NIGHT. THROUGH CREATIVE SCHEDULING, GUARDS WILL GET
THEIR DAY OFF AND DOUBLE UP MANNING ON GUARD TOWERS AT NIGHT.

4. POST REQUESTS THAT DS WITHOLD HALF OF THE SCHEDULED INCOMING
GUARDS DUE TO SECURITY AND SUPPORT CONCERNS. IN THIS REDUCED
STATE, POST WILL HAVE 152 TCN GUARDS. REGARDS.
