1. Econoff and Poloff delivered Reftel talking points, and
explanatory background specifically for the GOP, to the
Foreign Ministry's Director for North America Maria Eugenia
Chiozza on September 5. Chiozza said that the Foreign
Minister was definitely going to UNGA, but it was uncertain
whether President Garcia would attend. FM Garcia Belaunde is
traveling to Ecuador and would not be back until September 7;
Chiozza promised to transmit the invitation to the September
20th meeting as soon as possible.

2. Econoff will follow up with the Foreign Ministry on
September 6 and thereafter to get Peru's answer to the
