Subdirector General for Sub-Saharan Africa Antonio
Sanchez-Benedito Gaspar on September 13. Sanchez-Benedito
told Emboff that the Spanish government is in complete
agreement with the U.S. position. Also September 13,
Polcouns raised the issue during a meeting on other issues
(septels) with Alvaro Iranzo, Director General for the Middle
East and Africa, and asked that Spain make clear its position
to NAM members at the Havana Summit. Iranzo agreed with the
U.S. position and said the Ministry would relay reftel points
to the Spanish delegation, present in an observer status.
