SUBJECT: HUMAN RIGHTS VETTING APPROVAL FOR SALEH, AL-NONO,
AND AL-RASSAS FOR DOD-SPONSORED TRAINING


1. The following statement is provided to verify the human
rights vetting process: at this time the Embassy verified
that Post possesses no credible information of gross human
rights violations by:

Captain Nabil Abdullah Ahmed al-Rassas, Yemen Coast Guard
Major Khalid Ali Mohammed Saleh, Yemen Coast Guard
Major Abdulbaset Mohammed al-Nono, Yemen Coast Guard
Major Kamal Ali Ahmed Al-Sayani, Central Security Forces
Captain Hani Mohammed Hamdan, Central Security Forces

2. Additionally the following human rights vetting
information is provided:

A. Specific assistance: DOD will sponsor the individuals
named in paragraph two to attend the Tenth Host Nation
Coordinators Conference organized by the Combined Joint Task
Force - Horn of Africa. The conference will take place in
Djibouti on September 5.

B. Certifying country team official: Pol/Econ Chief Joey
Hood.

C. Current threat assessment: High.

D. This message grants country team approval on human rights
vetting requirements for the individuals named in paragraph
two.
