1. This is an action request. See paragraphs 2 and 3.

2. Action request: Embassy requests the Department assist
in conducting a Leahy Amendment Human Rights review, as well
as a general name check of the following Chilean candidate
who has been nominated for training, pursuant to the Leahy
Act and Foreign Assistance Act. This individual is a
replacement for one of the individuals included in reftel A.
Please transmit the results of such, including information
not strictly covered by the Leahy Amendment, to Embassy.

3. The proposed training is the Regional Pandemic Influenza
Counter Terrorism Fellowship Program (CTFP) Course, which
will take place in Montevideo, Uruguay, September 25 through
September 28, 2006. The name and identifying information of
the proposed candidate appears in the following format:
Name, unit, date of birth, place of birth and national
identification number.

4. Embassy has conducted its own review and did not find
credible information that the candidate has been involved in
gross human rights violations.
