1. (U) In fiscal years 2005 and 2006, USAID Nicaragua granted
more than $800,000 to 14 programs that supported the
objectives of the Secretary's Global Internet Freedom Task
Force (GIFT). The following provides a brief description of
the recipient, project, information technology (IT)
component, and amount of funding received.

--Recipient: Supreme Electoral Council (CSE) Project Description: Strengthening capacity to conduct free and fair elections. IT Component: Provision of computers, web-page design, and technical assistance to enable election officials to inform public of registration procedures, voting and polling information, and election results. FY 06 Funding: $50,000

--Recipient: Nicaraguan Youth for Democracy (JUDENIC) Project Description: Youth-targeted voter education and Get Out the Vote (GOTV) project. IT Component: Provision of computers, web-page design, and technical consulting. FY 06 Funding: $275,000

--Recipient: Office of the President/Communication's Unit (GON) Project Description: Support the implementation of the GON's Voluntary Access to Information Strategy (EVA) in eight key government entities. IT Component: Provision of technical assistance and training for web-page management and on integrated management systems. FY 06 Funding: $15,000

--Recipient: Fundacion Violeta Barrios de Chamorro Project Description: Improve the capacity of civil society to demand greater access to governmental information. IT Component: Program to train media how to understand and analyze data from government web-sites. FY 06 Funding: $66,000

--Recipient: Public Defenders Officer (GON) Project Description: Institutional strengthening under Rule of Law program. IT Component: Provision of computer equipment and hardware to access the internet. FY 05 Funding: $2,886.07 FY 06 Funding: $37,500

--Recipient: Forensic Medicine Institute (GON) Project Description: Institutional strengthening under Rule of Law program. IT Component: Provision of computer equipment. FY 05 Funding: $1,650 FY 06 Funding: $60,700

--Recipient: Public Ministry (GON) Project Description: Institutional strengthening under Rule of Law program. IT Component: Provision of computer equipment. FY 06 Funding: $107,175

--Recipient: Attorney General's Office (GON) Project Description: Institutional strengthening under Rule of Law program. IT Component: Provision of computer equipment. FY 05 Funding: $8,074 FY 06 Funding: $45,000

--Recipient: Direccion de Resolucion Alterna de Conflictos de la Corte Suprema (DIRAC) Project Description: Institutional strengthening under Rule of Law program. IT Component: Provision of computer equipment. FY 06 Funding: $5,000

--Recipient: National Assembly, Public Participation Office (GON) Project Description: Institutional strengthening under Rule of Law program. IT Component: Provision of computer equipment. FY 06 Funding: $6,500

--Recipient: Chamber of Commerce (CACONIC), Universidad del Valle (UNIVALLE), Universidad Catolica (UNICA), Universidad Centroamericana (UCA) Project Description: Establishment of mediation and arbitration centers. IT Component: Provision of computer equipment. FY 05 Funding: $22,426 FY 06 Funding: $55,000

--Recipient: Universidad Nacional de Leon (UNAN) and Bluefields Indian and Caribbean University (BICU) Project Description: Establishment of judicial oversight institutes. IT Component: Provision of computer equipment. FY 06 Funding: $11,700

--Recipient: Universidad Centroamericana (UCA) Project Description: Inauguration of model courtroom. IT Component: Provision of computer equipment. FY 05 Funding: $3,015

--Recipient: Ministry of Health (GON) Project Description: Improving the pharmaceutical logistics and delivery system throughout the country. IT Component: Provision of computer equipment. FY 05 Funding: $50,000
