2. Vice Foreign Minister Gonzalo Gutierrez informed
Ambassador November 13 that Foreign Minister Jose Garcia
Belaunde is seeking a ten minute pull-aside meeting with
Secretary Rice at the upcoming APEC meeting in Hanoi,

November 15-16, to discuss the U.S.-Peru free trade
agreement. FM Garcia is scheduled to arrive in Hanoi during
the morning of November 15.

3. Post requests the Department's consideration of this
meeting. The U.S. APEC delegation can also contact Peru's
head of delegation, Ambassador Juan Antonio Capunay, to
initiate coordination directly.
