Post will report in the future, as requested in reftel, on
corruption. However we would like to call the Department's
attention to Maputo 573, "Fighting Corruption or Shadow
Boxing," which we sent in mid-May. In this cable Post
reported at length on corruption in the government and
efforts to counter it. Other reports on corruption that
might be of interest include Maputo 668 (June 8) and Maputo
703,"Corruption Report Prompts Intense Media Debate", dated
June 13. In May 2005 we sent in a comprehensive report on
corruption three months into Guebuza's presidency, which
might also be of interest. A USAID-funded assessment of
corruption in Mozambique, released in late May 2006, can be
viewed at http://maputo.usembassy.gov/.
