1. Ambassador Craig Kelly requests permission to be absent from
post December 5-10, 2006.

2. The purpose of the trip is to attend the WHA Chiefs of Mission
Conference in Washington.

3. Post will fund airfare, hotel costs and M&IE expenses.

4. DCM Emi Lynn Yamauchi would assume charge during the Ambassador's
absence from post.
