(SBU) On November 8, Park Hee-kwon, MOFAT Director-General
for the Treaties Bureau, requested a meeting with POL M/C to
announce that Seoul would support the reelection of Mr.
Matheson to the International Law Commission (ILC).
Recalling our reftel demarche in August 2006, Park said that
the ROKG had decided to back Mr. Matheson's reelection in
view of the primary emphasis Seoul placed on the U.S-ROK
alliance and in recognition of the leading role played by the
United States in the international law community. Park
continued that he had enjoyed a good working relationship
with U.S. officials, asked the Embassy to pass along his
regards to State Legal Adviser Bellinger, and welcomed
further discussions on North Korea or any alliance matters.
