1. (U) On November 17 Poloff delivered reftel points to
Andres Talvik, MFA Director for Asia), Arti Hilpus, MFA
Director for Security and Arms Control, and Riho Kruuv,
MFA Director for Strategic Goods Control, regarding the
implementation of UN Security Council Resolution 1718
sanctions against North Korea. The Estonians took the
points on board without comment.
