NUCLEAR TERRORISM: DRAFT PLAN OF WORK AND DRAFT AGENDA FOR
FEBRUARY 2007 MEETING IN ANKARA, TURKEY

On December 14, EST officer and Russian counterpart Sergey
Kuznestov delivered the demarche (reftel) to MOFA's
International Nuclear Energy Cooperation officials, Zentaro
Naganuma, Principal Deputy Director and Toshio Kaneko, Chief
Nuclear Security Officer. Naganuma said reaching a consensus
on proposed activities by all of the relevant Japanese
agencies will take time; however the GOJ will do its best to
meet the December 18 deadline. Regarding the proposal, MOFA
requested Washington's guidance on appropriate activities.
Finally, Naganuma wanted to know who would lead the Turkish
delegation and if Turkey plans to become a partner or only
act as an observer at the meeting next February.
