1. (SBU) Poloff delivered reftel to S.M.K. Sella, Ambassador
in the Multilateral Cooperation Department of the Ministry of
Foreign Affairs (MFA), stressing the need for a definitive
answer on Tanzania's support for the draft resolution on
Burma. Sella explained that Ambassador Liberata Mulamula,
Head of the Multilateral Cooperation Department, would decide
Tanzania's position but had left for New York today (December
18). He recommended that the U.S. Permanent Representative
contact Mulamula as soon as possible when she arrives in New
York on December 19.
2. (SBU) Post made multiple attempts to contact Mulamula
from December 13-15 but she had traveled to a conference in
Nairobi, Kenya and was unreachable. According to the United
Nations news service on December 15, President Kikwete has
nominated Mulamula to the new post of Executive Secretary of
the Great Lakes Commission on Security, Stability, and
Development, a position she will likely assume after Tanzania
rotates out of the UNSC.
