SUBJECT: COUNTRY CLEARANCE REQUEST FOR POLOFF NATHAN HOLT


1. (SBU) Nathan Holt, Embassy Khartoum Political Officer, requests
country clearance to visit Embassy Nairobi for consultations with
KUSLO on December 5. The purpose of the travel is to hold
discussions with KUSLO, Kenya Department of Defense (KDOD)
personnel, and representatives of the Sudan People's Liberation
Movement/Army (SPLM/A) over potential training and other assistance
to the SPLM/A in Southern Sudan. We understand that KDOD will
provide the venue for some meetings, but that others may occur at
the Embassy. Mr. Holt has a valid Top Secret clearance.

2. (SBU) Mr. Holt expects to arrive in Nairobi on Monday, December
4, via Kenya Airways arriving from Entebbe, Uganda at 16:20. He
expects to depart Nairobi on December 6, en route to Juba, Sudan.
He has not made final arrangements for the departure flight, but
will do so before traveling to Kenya.

3. (U) Mr. Holt does not require airport pick-up.

4. (U) Mr. Holt would appreciate assistance in making hotel
reservations. Please make reservations at either the Serena or the
Norfolk hotel in Nairobi for the nights of December 5 and 6, as long
as single room rates for those hotels are within per diem.
