On December 8, 2006, Poloff delivered reftel talking points
to the following officials in the Office of Human Rights and
Democracy of the Secretariat of Foreign Relations (SRE):
Ernesto Herrera, Deputy Director General; Dr. Luis Angel
Benavides, Director of International Policy for Civil and
Political Rights; and Sylvia Cabrera, Director for Democracy.
Herrera said that the governments of the United States and
Mexico agree in their support of the resolution on Sudan as
drafted by Finland for consideration by the Human Rights
Council (HRC) at the special session scheduled for December
12. Herrera remarked that the resolution provides adequate
language concerning the human rights situation in Darfur,
particularly in comparison to the resolution drafted by
Algeria, and that a fact-finding mission at this time should
be conducted by experts. Mexico plans to vote for the
resolution drafted by Finland.
