SUBJECT: Terrorist Lists; Kenya Has None
REF: STATE 193615
SENSITIVE BUT UNCLASSIFIED
1. Kenya does not have its own list of terrorist organizations. It
relies on a UN list, presumably the 1267 Committee designations.
The Central Bank of Kenya (CBK) uses the OFAC list when examining
banks, since Kenyan banks have to be able to deal with U.S. banks
and their CT finance requirements. Immigration has its own list
called the "PI" (Prohibited Immigrants), and it enters names from
the PI list into the PISCES system for checking arrivals and
departures.
