1. (U) Pol/Econ Off met with Arnis Muiznieks, Latvian Transportation
Ministry's Aviation Department Director, on December 4 to deliver
reftel's non-paper. Muiznieks stated that the GOL was still
finalizing its position regarding the EU Commission's proposal to
include aviation emissions from non-EU carriers in the EU Emissions
Trading Scheme, but that the Latvians are in favor of working
through the International Civil Aviation Organization, rather than
the EU developing a policy unilaterally.
