AGREEMENT

1. (U) Per reftel authorization, the Ambassador and ROK
Foreign Minister Song Min-soon signed the U.S.-ROK 2007-2008
Special Measures Agreement on December 22 at a signing
ceremony at the Ministry of Foreign Affairs and Trade.

2. (U) As requested, the original Korean version and English
versions of the signed agreement, as well as the original ROK
note and certified U.S. note signifying entry into force of
the agreement, will be sent by pouch to Daphne Cook in L/T,
MS Room 5420. Copies of the signed agreement have been faxed
to Ms. Cook and Andrew Hyde (EAP/K).
