(SBU) On December 26, poloff delivered reftel invitation for
the ARF Workshop on UNSCR 1540 Implementation taking place
February 13-15, 2007 in San Francisco to MOFAT Disarmament
and Non-Proliferation Division Deputy Director Youn
Jong-kwon. Contacted again on December 28, Youn said that
the ROKG planned to attend the workshop but probably would be
unable to select the delegation composition by the December
31 deadline. He mentioned that both MOFAT's UN Division and
Security Planning Division were involved in the issue, but
his office was taking the lead. He undertook to keep the
Embassy informed.
