1. (SBU) Ambassador Begum Taj, Head of the Multilateral
Affairs Division at the Ministry of Foreign Affairs (MFA),
told Poloff on March 22 that she had forwarded the USG
concerns about the proposals to reform the UN's Internal
Administration of Justice to MFA's Legal Department. Taj
said that Irene Kasyanju, Head of the Legal Department, would
examine the U.S. concerns. She emphasized, however, that
these issues would be primarily handled by Tanzania's legal
advisor at the UN Office in New York.

2. (SBU) The DCM will also raise the UN reform issue with
Ambassador Charles Sanga, MFA's Deputy Permanent Secretary,
as soon as Sanga returns to the capital, and reinforce our
concern that the proposed UN reforms need to be carefully
crafted and vetted to ensure that they improve rather than
further complicate the functioning of the UN internal
administrative justice system.
