POSITIONS

REF: A. SECSTATE 77572
B. SECSTATE 83246

1. Econoff delivered reftel demarches to Mr. Yongyut with the
RTG Ministry of Transportation International Affairs
Division. Mr. Yongyut responded that the MoT would need time
to consider the U.S. positions carefully before they could
indicate their level of support. He requested advance copies
of the various white papers and working papers that the U.S.
would be presenting to the Montreal ICAO Assembly to allow
for full consideration of their content.

2. Mr. Yongyut also noted that it had not yet been
determined who would represent the RTG in Montreal, although
he said that representatives from the Department of Civil
Aviation (DCA) would probably head the delegation, which
would probably also include representation from the MoT.
