1. The Department of State has reviewed its files and
finds that as of June 22, 2007, it possesses no credible
information of gross violations of human rights by the
military officer below:

NAME: Andrew Kayumba
RANK: Lieutenant
CURRRENT ASSIGNMENT: Rwandan Defense Forces
DATE OF BIRTH: 06 Jun 1966
GENDER: Male

2. Post is permitted to provide the following statement
to authorized parties: As of today, the U.S. Embassy
verifies that the Department of State possesses no
credible information of gross violations of human rights
by Lieutenant Kayumba. Post may cite this cable in response.

3. If in the future post becomes aware of possible human
rights violations by the individual listed above, it
should inform the Department and not proceed with U.S.
military
assistance.
