1. (U) Summary: In June of the 2006-2007 waiver year, the
Government of Nicaragua (GON) resolved five Embassy-registered
property claims belonging to one American citizen, the first
resolutions in CY 07. Since January 1995, 2,514 Embassy-registered
property claims belonging to 655 American citizens (Amcits) have
been resolved. There remain 679 registered property claims
belonging to 297 Amcits. Including Amcit claims not registered with
the Embassy, a total of 4,534 Amcits' claims have been resolved
since January 1995. Most have involved compensation via
government-issued indemnification bonds (bonos de pago de
indemnizacion or BPIs). As of June 30, 2007, the GON had issued
BPIs with a face value of US$321,300,000 to Embassy-registered
claimants. End Summary.

2. (U) In June 2007, the Government of Nicaragua resolved five
claims registered with the Embassy by one American citizen:

3. (U) Mr. Pinkes claimed approximately 2,300 acres of prime real
estate property in the coast of Nicaragua's southern Department of
Rivas. The face values of the BPIs issued to the claimant totaled
US$1,285,468.82. The present value of the total BPIs issued to the
claimants was US$595,172.07.

3. (U) The following is a snapshot of current Amcit property claims.
To differentiate between claims registered before and after the
July 31, 2005 Consolidated Appropriations Act deadline, the Embassy
maintains separate registers. Five claims were resolved in the
month of June.
