1. This is an action request. See paragraphs 2 and 3.

2. Action request: Embassy requests the Department assist in
conducting a Leahy Amendment Human Rights review, as well as
a general name check, of the following Chilean candidates who
have been nominated for U.S. funded training, pursuant to the
Leahy Act and Foreign Assistance Act. Please transmit the
results of such, including information not strictly covered
by the Leahy Amendment, to Embassy.

3. The proposed training is the Financial Investigation
Techniques Course, which will take place at the International
Law Enforcement Academy, ILEA, August 6-17, 2007, in Lima,
Peru. The name and identifying information of the proposed
candidates appear in the following format: Name, rank, unit,
date of birth, place of birth and national identification
number.

a. Felipe SERRANO Sepulveda, Deputy, Investigative Brigade on
Money Laundering, Chilean Investigative Police, December 15,
1980, Iquique, Chile, 13.866.314-0.

b. Pamela ORMENO Almonacid, Deputy, Anti Narcotics and Money
Laundering Unit, Chilean Police Department, April 16, 1981,
Tocopilla, Chile, 14.592.717-K.

4. Embassy's ongoing investigation has not found credible
information that the candidates have been involved in gross
human rights violations.
