1. This is an action request. See paragraphs 2 and 3.

2. Action request: Embassy requests the Department assist
in conducting a Leahy Amendment Human Rights review, as well
as a general name check, of the following Chilean candidate
who has been nominated for training in the U.S., pursuant to
the Leahy Act and Foreign Assistance Act. Please transmit
the results of such, including information not strictly
covered by the Leahy Amendment, to Embassy.

3. The proposed training is the Logistics Information
Management Course, which will take place at the Defense
Logistics Information Center, Battle Creek, Michigan, from
08/11/2007 to 10/05/2007. The name and identifying
information of the proposed candidate appear in the following
format: Name, rank, unit, date of birth, place of birth and
national identification number.

a. Rodrigo LOPEZ Gatica, Lieutenant Commander, Navy,
Financial Manager, Headquarters Fourth Naval Zone (Iquique),
29 September 1968, Vina del Mar, Chile, 10.861.011-5.

4. Embassy's ongoing investigation has not found credible
information that the candidate has been involved in gross
human rights violations.
