(U) Estonia has signed but not ratified the
International Convention for the Suppression of Acts of
Nuclear Terrorism, also known as the Nuclear Terrorism
Convention (NTC). (Note. The GOE signed on September
14, 2005. End Note.) Tonu Miller, MFA Counselor for
Security Policy and Arms Control, told us that before
Estonia can ratify the convention, the GOE must
introduce legislation in the parliament that will brings
Estonia into full compliance with NTC provisions. The
GOE needs to amend the Estonian penal code to encompass
nuclear terrorism. The MFA does not have a timeline for
when the GOE will send the bill to parliament.
