SUBJECT: COORDINATING OVERSEAS LAW ENFORCEMENT ACTIVITIES TO COMBAT
TERRORISM - ETHIOPIA

REF: STATE 108166

1. (SBU) Diplomatic Security (DS) is currently the only U.S. law
enforcement agency based at the U.S. Mission to Ethiopia. All other
U.S. law enforcement agencies active in Ethiopia are based elsewhere
and cover Ethiopia as a constituent post. The RSO usually serves as
the control officer and primary point of contact for most visits,
requests for assistance and other activities involving U.S. law
enforcement agencies in Ethiopia (other offices do handle some
foreign policy issues involving U.S. law enforcement).

2. (SBU) Every Monday morning at a regularly scheduled Embassy staff
meeting (attended by COM, DCM, POL, ORA, DAO, USAID and PAS) the RSO
briefs the Ambassador regarding relevant ongoing law enforcement
activities and investigations of interest. Other offices in
attendance also pass matters of interest to the RSO. This Monday
morning meeting affectively serves as a de-facto law enforcement
working group.

3. (SBU) The RSO has a close working relationship with the Ethiopian
Federal Police and is in regular contact with all U.S. law
enforcement agencies active in Ethiopia. Direct any questions
regarding this matter to Michael E. Bishop, RSO Addis Ababa, at
BishopME@state.gov.
