OF ACTS OF NUCLEAR TERRORISM

1. (SBU) As requested (reftel), post met with the
Department of Foreign Affairs (DFA) and urged the Philippines
to sign and ratify the International Convention for the
Suppression of Acts of Nuclear Terrorism (NTC).

2. (SBU) Leah Ruiz, Director for International Political,
Legal, and Security Affairs in the Department of Foreign
Affairs' Office of United Nations and International
Organizations, confirmed that the Philippines has not yet
ratified the NTC, and stated that the DFA would convene an
interagency meeting to discuss the provisions of the
convention, after which the NTC would be forwarded to the
Office of the President for submission to the Senate for
ratification. She was not able to give a timeline as to when
the ratification could take place, but noted that the
Philippines is supportive of such conventions and has signed
and ratified all previous U.N. anti-terrorism conventions.
