SUBJECT: Leahy HR VQng for Port Security Training Seminar

1. Post requests Department's assistance in screening
the following candidates nominated to participate in a
DOS-sponsored PORT SECURITY TRAINING SEMINAR to be
held September 6-7, 2007, in Mombasa, Kenya in
conjunction with a DOD-sponsored Maritime Security Conference to be
held September 4-6. Pursuant to
the Leahy Act and Foreign Assistance Act, Post has
reviewed its files and has found no credible
information of gross violations of human rights
for the individuals listed in paragraph 2. Post
has found no prejudicial information in its files.
We are still awaiting the results of the local police
check, but do not expect any negative findings.
Since local police checks regularly take two weeks or
longer, and due to the short timeframe before the
training, Post requests that Washington clear the
participants to attend the seminar.

2. The candidates are as follows (last name, first
name, nationality, date of birth):

Name: Gomes, Domingos
Nationality: Mozambican
DOB: March 3, 1954
Father's Name: Gomes, Pedro Jose
Mother's Name: Reis, Helen
BIN: 110029690J

Name: Gaveta, Sesaluxo Emilio das Neves
Nationality: Mozambican
DOB: June 6, 1956
Father's Name: Gaveta, Ernidio
Mother's Name: Naran, Esmeralda
BIN: 110050943Z
