(SBU) On July 27, we delivered reftel points to Veikko
Kala, MFA Desk Officer for the International
Organizations and Regional Cooperation Division, to seek
support for Steve Carr's candidacy to the International
Red Cross and Red Crescent's Standing Committee. Kala
thanked us for the points, but said that the MFA has not
made a decision on whether it would support Carr's
candidacy. However, Kala said that the MFA would take
Carr's candidacy under serious consideration, and a
decision would likely be made by the end of September.
