DEPUTY SECRETARY NEGROPONTE IN WASHINGTON OR NEW YORK

1. During a meeting to discuss the situation in northern
Mali with the Ambassador September 18 (septel), Malian
Foreign Minister Moctar Ouane reiterated his intention to
attend the UNGA in September (reftel). He also requested a
bilateral meeting with Deputy Secretary Negroponte, either in
Washington or on the margins of UNGA.

2. FM Ouane plans to be in New York and Washington from o/a
September 28-October 3. Given recent events in northern
Mali, we recommend this bilateral, if the Deputy Secretary's
schedule permits.
