1. Civair Officer delivered reftel U.S. ICAO budget position to
Messrs. Marcelo Cesa, Alejandro Casiro, and Martin Romero in the
Government of Argentina (GOA) Ministry of Foreign Affairs.
According to these officials, the GOA has not yet formulated its
position with respect to this issue.

2. The MFA also informed the Embassy that the following officials
will comprise the official GOA delegation at the 18-28 September
ICAO Assembly: Mr. Ricardo Cirielli, Sub Secretary of Commercial Air
Transport, Ministry of Federal Planning, Public Investment and
Services, and Head of Delegation; Brigadier Jose Alvarez, Chief, Air
Regions Command (FAA equivalent), Ministry of Defense; Mr. Horacio
Knobel, Director of Legislative and Treaty Affairs, Sub Secretary of
Commercial Air Transport, Ministry of Federal Planning, Public
Investment and Services; Commodore Federico Robledo, Director of Air
Transit, Air Regions Command, Ministry of Defense; Ms. Nora Rizzo,
Advisor, Legislative and Treaty Affairs, Sub Secretary of Commercial
Air Transport, Ministry of Federal Planning, Public Investment and
Services; Mr. Anibal Mutti, Chief, Legal Affairs, Air Regions
Command, Ministry of Defense; and Ms. Graciela de Marzi, Advisor,
National Airports Regulator.
