(SBU) HMG remains undecided on participation at the Major
Economies Meeting (MEM) September 27-28, according to Henry
Derwent, Director for International Climate, Air and Analysis
at the Department for Environment, Food and Rural Affairs
(DEFRA). Derwent told ESTOff that "the terms of the
invitation and subsequent exchanges between Washington,
Lisbon and London have caused considerable debate here (HMG)"
and that recommendations have yet to be made within HMG.

and will follow-up on September 7.
