(SBU) The Ambassador raised reftel demarche with Argentine
MFA U/S for Bilateral Policy Amb. Vicente Espeche-Gil, who
indicated that Argentina was unlikely to change its vote from
previous years. Poloff had earlier delivered reftel talking
points to Acting Director for International Organizations
Manuel Fernandez Salorio, as well as a copy of President
Bush's October 24 speech on United States-Cuba policy.
Referring to Cuba as "close to the heart of all Argentines"
and a "brother country," Fernandez Salorio told poloff that
the Argentine and "regional" position on the U.S. trade
embargo with Cuba has been and will continue to be clear --
Argentina does not support unilateral actions of this type in
the hemisphere and will support the Cuban resolution
comdemning the embargo. Fernandez Salorio observed that the
GOA is equally concerned about the state of democracy,
freedom and human rights in Cuba and will raise these issues
when appropriate, but after nearly 50 years of the embargo,
the policy has proven ineffective to fostering change on Cuba.
