1. Poloff on October 5 outlined reftel talking points to
Department of Foreign Affairs (DFA) Acting Executive
Secretary for UN and International Organizations Leah Ruiz,
SIPDIS
and provided a copy of the draft resolution per reftel.
Although Executive Director Ruiz responded positively to the
resolution's language, she was not prepared to provide an
official response. She reported on October 9 that her office
was continuing to examine the draft resolution in
consultation with the Philippine Mission to the UN.
